New regulations take effect on July 31! EAEU Navigation Seal Policy and Risk Avoidance Guide for China-Russia Shipments

Dear Clients and Partners:

 According to the customs legislation adjustments of the Eurasian Economic Union (EAEU), starting from July 31, 2026, all categories of goods transported by road and certain HS CODE goods transported by rail via Kazakhstan, Russia, and Belarus will be subject to customs supervision. Before entering Russian territory, customs authorities will affix a GPS seal, which will be removed when the goods leave Russia. This service will incur a fee of $500 per seal.

This regulation applies to all transportation routes passing through Kazakhstan, Russia, and Belarus.


Please all customers before shipment
1. Self-check the HS code of the goods to confirm whether they fall within the scope of the new regulations
2. Confirm the transportation route and final destination, and determine whether the new regulations apply
3. Conduct a preliminary assessment of the cost for additional seals and negotiate the cost-sharing method with overseas buyers
4. Please submit the shipping plan to our company in advance to allow sufficient time for completing platform registration, waybill declaration, and seal point reservations, avoiding delays caused by slow review near the shipping deadline
